Trump has made that same arm gesture many times to mock anyone who acts flustered, including himself.
Mr. Kovaleski has arthrogryposis, which severely limits movement, and therefore he does not flap his arms in any manner resembling what Trump did.

In 2015, Trump described Mr. Kovaleski as a “nice reporter” before mocking his written comments about not remembering and trying to back away from a story he wrote in The Washington Post back in September 2001. Trump said jokingly, “Ah, I don’t know what I said! I don’t remember!” while waving his arms around in his signature style, which he does in response to anyone and everyone who acts "flustered," including himself.
Trump has always vehemently denied that he was mocking the appearance of the reporter for The New York Times with a physical disability. He issued a statement over Twitter one day after news media reports that he had imitated the reporter during a rally in South Carolina.
